I think I found out why this increased concentration is supposed to matter. The article's "national warning" link goes to a surgeon general web page that says "The risks of physical dependence, addiction, and other negative consequences increase with exposure to high concentrations of THC [7]" - although the footnoted paper states only an "association" between potency and dependence, which can equally well be explained by users who have developed a dependency being likelier to seek out more potent varieties.
FYI, exact quotations from that paper: “Although our results support a relationship between cannabis potency and severity of dependence, they do not imply a causal relationship, and many other factors are likely to be involved. [...] the study was cross-sectional and causality cannot be established on the basis of these results.
