Last time I was in NYC - which admittedly was probably back in 2003 or 2004 - it was fairly common for people to stop in one of the traffic lanes briefly. If there’s curbside parking, it is generally going to be full. So if you wanted a paper from a news stand, in/out of a taxi, etc. people would just stop. Other drivers would just squeeze by. Say what you will about NY drivers, to me they are champs at close-in precision driving, routinely passing through gaps with just a few inches of clearance.
