You get 350 milliliters of liquid roughly four thirsty sips, if you want to be technical and if youre still dry you need to order another 350 milliliters of whatever it was you were drinking, and they will keep track, and you will pay for each 350-milliliter installment.

I have heard Europeans have an abhorance of ice. Somehow cold drinks are seen as unhealthy or somehow decadent. It could also be that sky high electric rates make the operation of ice machines prohibitive.
“Free refills are prepaid refills. You pay for all in the price of the first filling.”
Given the obvious, that the restaurant is making money, the customers who have fewer servings than average are “paying” for the drinks of those who have more servings than the average. A form of quasi-socialism that encourages overconsumption by those who want to “win” or “get a good deal”.
