We have read very recently that Horowitz’ investigation IS complete and Huber’s is also or almost finished. Can’t remember about Durham’s but he’s been working on it for a long time.

Not really sure where you were going with this. Basically, you do an investigation must take place to gather evidence. This is presented to a Grand Jury for Indictment. Barr himself has said they would start the investigation(s). Do you really think these people are as dumb as Meuller. He didn’t have a crime to investigate so he went looking for one.
