Charlotte was chosen in part, because North Carolina is a swing state in the election. It is stopped at the convention there may help tip the balance in North Carolina.
The Democrats choosing Milwaukee is been part for the same reason. The Democrats hope to tip the balance of Wisconsin back into the Democrat column in the election.
