President Trump said the Bill was enacted in 1977. I believe the Bill he is speaking of is the The International Emergency Economic Powers Act (IEEPA), enacted in 1977.

It does seem to grant these broad powers that would allow him to declare a national economic emergency and suspend trade from China. I still don’t like what should be a warning given in terms of an order. Just not right.
