Soooo... you think that having an undeclared a non-shooting “war” featuring mostly trade negotiations is sufficient for imposing war powers? Sounds like you want a despot. How would this not apply to ALL international actions?

The President is the Chief Executive of the Executive Branch of Government.

I said IF congress gave the President power to stop all business with another nation, then he is not being a dictator.

The difference is, a despot would not require any authority from Congress. See the difference?

Now if Congress does not agree they can repeal the authority or if they believe he is acting like a dictator they can impeach him. If our President was a “despot” he would not allow either things to happen. See the difference.

So until Congress repeals the act, the President is free to use the powers given to him. That does not make him a dictator.
