Fukushima happened due to an act of God; an earthquake and a massive tsunami accompanying it. There was nothing more they could have done to protect that power plant, and I understand that it was up to par when it came to safety.

They could have remembered that they live in a country that's prone to earthquakes, with a history of tsunamis, and thought that maybe building a nuclear power plant right next to the ocean might not be a great idea.

They could have built the reactors higher up on the hillside. The problem with that was that they would have to have built expensive cooling towers on the hillside as well.
So now, we have a Pacific ocean that is dying. Lovely.Not to mention Tokyo, which is only 80 kilometers away. With friends like us, who needs enemies?
