Why San Diego and Hudson Bay?

Seems to me if the Russians were going to hit with surgical strikes to cripple, they’d go for King’s Bay, Naval Base Kitsap (had to look that up to confirm it) while some Ohio’s are in being serviced, Manhattan in NY, Houston, Los Angeles, and of course D.C.
