The person who wrote this was mocking the EC or possibly had the Bush/Gore election in mind.
Well the Democrats certainly would act like they have a “mandate” if they won by a hair.
Maybe that’s what they were getting at. Or maybe they were referring to how the electoral college tends to create large margins of victory in the electoral vote even when the (so-called) popular vote margin is small, which I’ve always understood to be one of its virtues.
