I think much of this can be attributed to the concept of US Provisional Patents which started some time around 2000. Provisional Patents are published before they are granted. The policy before was the patent office kept the contents of a patent request confidential until it was granted. Once a patent was granted the rest of the world became aware of its contents. With a provisional patent, the release of the contents can happen years beforehand - making its contents vulnerable to theft well before the idea is patented and thus protected. I never understood the reason for the change. Maybe those with more experience with patents can correct or add to what is said here.
