My first thought was they are trying to position this as they spy on all candidates to keep foreign interests out of elections.
Then, they only found reason to accuse Trump and clear Hillary. This is their attempt to try to show they are impartial in their noble attempts to keep America safe and validate their spying on Trump.
I think Byrne may still be operating as a DS asset to get this message out and try to make the DS look like they are protecting America.

I had that thought too. Then I figured she was out of office, and she's also careful to avoid making orders directly, always using a go-between. Comey is a Clinton cut-out, but so is Lynch (see tarmac meeting).
I also thought maybe it was Lurch (J F'n Heinz Kerry), but considering the context of Byrne's contact, State Department seems unlikely.
