There is a Great Lakes Compact which says water cannot be piped out of the Great Lakes watershed without unanimous consent of all the Great Lakes states.

Bottled water for sale as a commodity is a loophole in the Compact and doesn’t amount to much. Sort of like Milwaukee selling beer made with Great Lakes water and sold around the world.
