Both Blanco and Nagin sat on their hands waiting for the right opportunity to blame Bush, who (as usual) sat there and didn't defend himself. So the governments sat there bickering while people were being killed (it also didn't help that most New Orlean residents had a mindset that the "gubmint" was going to take care of them, so they weren't proactive themselves).

Correct. And there are still some conservatives out there that wish Trump could be more like GWB in terms of temperament and "being presidential" - whatever that means. In my observations, GWB was a weak and ineffective president, which is why the Left now embraces him.
On the other hand, Trump has had several major hurricanes on his watch and he responded brilliantly to each one and brought massive resources to the scene ahead of time which silenced even Trump's fiercest critics. All they had to complain about was Melania's choice of footwear.
You do not understand FEMA’s mandate.
FEMA never takes the lead, but is there to supplement state and local emergency management.
FEMA is there to coordinate with those local resources and to provide the extra manpower, equipment and supplies in accordance with the state/local disaster relief plans.
The FACT is that Louisiana and New Orleans were mismanaged by Democrats. Their disaster planning was non-existent and the results speak for themselves.
The media and DNC were dishonest brokers in all this (big surprise) and Bush was a ball-less wonder on defense.
Puerto Rico was the same way. Trump just did not let the media command the dishonest narrative and allow the Democrats in PR to steal everything we supplied.
