Armed social conflict, assaults, and distrust of medical authorities have hampered the vaccination process.
One might think that concentric circles of medical treatment and vacinnation around the infected area
with the 'bulls-eye' being in the most concentrated viral area would be effective,
however fear, and the availability of transport suggest only a strict quarantine would be most effective.
