I don't think it was Mayor Rizzo, I think it was Wilson Goode. I think his being black helped the whole incident NOT be cast incorrectly as anti-black racism.

I remember Rizzo used to get in confrontations with MOVE or the Africas or whatever they were called, the bombing was just the last chapter, there were prior episodes.
