The Salvation Army and other good organizations can help such folks learn, and at least mop up after the inevitable riots from reducing EBT, welfare, unemployment, etc. (I’m for phasing out the social spending crap, not nixing it all at once.)

If you’re somehow referring to that silly stereotype about Black people, I remember being in an urban private school in Washington, DC for people with learning disabilities, as a young child, and every so often, one of the counselors would take us in the evening to a public pool near downtown DC. Blacks AND Whites were swimming in that pool just fine.

Of course, if you’re being figurative as I was, never mind.
