Ya, exactly. In my experience, inmates lean forward in a kneeling, sitting, or even prone position to cut off their air and/or blood flow.
I also THINK I read he was 'found' in a kneeling position.
There was no fall or jump involved.
And the only way, in my expert opinion (ha) to apply enough pressure to break those bones would be for him to jerk his head back and forward really hard and fast.
And I don't see him being that disciplined.
Not many people are.
