This sort of thing has happened long before BHO and Holder. Low level court house employees have access to documents they can provide copies or abstracts of to mobbed lawyers. It has gone on for decades in Chicago and NYC and I would guess other place as well. If you are just a good citizen be very careful (I wouldn't at all) cooperating with the cops or DA’s if you see something.
