As a result of the high taxes and other upfront costs, the casinos owner would reap low single-digit profit margins, at best, on any of the five sites suggested as possible locations, according to the study.
Put another way, tourists generally will not patronize a casino in an area that is inconvenient relative to where they are staying or perceived as unsafe, nor will tourists be eager to book a room at a casinos hotel is there are no other easily accessed attractions nearby,

As an aside, I’ve always been curious about the phrase “a few pennies on the dollar” (or “just pennies on the dollar”).
Is that 2 or more “pennies on the dollar”, or 97 or more “pennies on the dollar” ?

There are about 5 gang infested predominantly black neighborhoods in Chicago where that statement is factually true. As for the tourist areas, it's not. Downtown Chicago is as safe as any other major city in America. At least for now. The current black progressive-democrat female lesbian mayor is doing all she can to run the city straight into the ground with her hate-the-police attitude. The recent dramatic rise in shootings in the gang-infested predominantly black neighborhoods is a direct result of her rhetoric against the Chicago Police, who've stood down in those neighborhoods.
