I don't know about the Feds, but most NY State's prisons had no camera inside cells. Those that were inside buildings, were only along the hallways. Before I retired, the only place that had inside cameras was the 200-bed building, specifically built to house long-term maximum security inmates who couldn't be placed in general population. The cameras were only in the halls, and not in actual offices, or cells. I retired almost 16 years ago, so it could have changed during that time. Inmates are notoriously litigious, and had cameras been in their cells, they would have filed lawsuits, and would have probably won, based on it being a violation of their privacy.
