Not indictments.

A close examination show these are continuances, plea changes, change of venue etc-—all “housekeeping” stuff in long existing cases.

Less than 1% are actual indictments. And in a drug case you can have 20 indicts for the same person.

Technically they are under a different catagory when listed on Pacer. It’s just that sealed indictments is easier for people to understand.
