The cell phone example is a bit outdated now but I encountered it more than a few times.
I just learned that an acquaintance is in renal failure which is result of not managing his diabetes. Nothing to do with money just (apparently) became apathetic over time.
Non-compliance is one thing but this to me is outrageous.

I used to be president of our church's St. Vincent de Paul (we founded a new organization when they were supporting "comprehensive healthcare legislation" wink wink). Anyway, I know what you are talking about. One Rockford home in particular was in pretty bad straits, but besides the cigarettes (hard to quit I know), had two dogs who were getting Science Diet, which is pretty expensive grub for those up against it. The unemployed 20 year old son also seemed to have a pretty up to date video game console. Just looking around, it looked like their priorities were a little cockeyed.
