This recent article indicates that the US recognizes the Guiado government as having authority over Citgo Board matters.

no. Citgo has already been operating for quite some time with a pro-Guaidó board and CEO, and it’s finances operated for the exclusive benefit of a post-Maduro Venezuela ...
