Though the article does not list the basis for the freezing of Venezuelan assets, and there isn't an updated Executive order or proclamation listed on Whitehouse.gov, the wording of the freezing of assets issimilar to the wording of the following EO still in effect from December of 2017.

The Wall Street Journal said the move was the first against a Western Hemisphere government in over 30 years, and imposes restrictions on Caracas similar to those faced by North Korea, Iran, Syria and Cuba.

That's exactly the company Venezuela belongs in.

Okay so according to another outlet, there was an order signed Monday but I haven’t found it yet.

The ban on Americans doing business with Venezuela’s government takes effect immediately.

“All property and interests in property of the Government of Venezuela that are in the United States ... are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in,” the executive order says.
