I read something once from a right-leaning economic historian who remarked that Democrats for years looked at government jobs as a way to push minorities into at least the lower middle class. And there’s no doubt many minorities (I refuse to use Alexandria Donkey Chompers’s phrase “people of color”) look at a government job as something of an entitlement or the be-all/end-all to life.
