When you are dealing with a loose dog, you don’t know if it is friend or foe, especially when it is charging right at you while barking. Right. One thing I can tell you after four combat tours in the Middle East - If I wantonly fired my weapon and killed innocent bystanders I'd be looking at facing charges under the UCMJ.
Question: How come the rules of engagement for cops here in our Republic seem so much more lax than for us in a war zone?

Before you come up with another strawman - yes, I've been in life or death situations, and yes I've had to shoot at targets shooting back. NO - I've never sprayed indiscriminately.
