well, a lot of professional people have an office inside their home residences. When I practiced medicine, I had one room with my medical journals, my tax information/accounting information, and also basic equipment to see neighbors and friends who would pop in for a "free" consultation.
For many years, we could take the office as a "write off", but the IRS caused such a hassle most of us just shrugged and let it go.
But I suspect the good Congressman had a similar office with a lot of important and perhaps secret stuff in it.
The comment meant that if the thief was a professional trying to get this information, he didn't succeed, and the congressman was reassuring his friends they remained safe.
. And of course if it was just a local junkie looking for money, he didn't succeed either.
