Apparently. The community doesn’t have the money to pay for trash pick up so the service is denied them. A dumpster in each block would certainly help Cheaper than killing rats. Although I still think a bounty would get kid of them and put some money in pockets.

You are spot on Rusty. I once went to an Early Childhood conference in New Orleans. There had been 4 murders the night before in the projects. A girl was crying her eye out. They were families she worked with every day. She was about to quit her job. Said she has given up hope.
Chicago group stood up and took the floor. They said they understood her frustration and grief. They said the only way to change a pattern is to place the Care Center in the projects. Hire people in the same area. It can only break a pattern when the people involved are the same people working along side her. They assured her there will be many she'll able to hire. Great family ties come from those areas. They are people wanting help and an ear.
They also told her she'll learn more from the new hires than the other way around. ONCE this is accomplished she'll she amazing things changing. The projects need voices of their area along with outside help.
