Someday government will accept what we know all along. In the large genetics determines success or failure more than anything else. Every Muslim/Arab country is a failed state. Every African country is a failed state. It has always been so, and it always will be.

We already see and acknowledge the manifestation of genetics in horses and dogs. For example some breeds of dogs are sweet and gentle, others are vicious and uncontrollable and will turn on their masters.

It is the same with breeds of humans.
