The Germans have had such programs for decades, i.e., Kindergeld. The German state pays €194 Euros a month per firstborn and secondborn child, with the figure going up to €200 for a third child and €225 for the fourth.
Which is how illiterate Achmed and Isha (both unemployed, and generally unemployable) monetize their spawn of six to ten (on top of rent grants and other sundry benefits) to make a pretty good life for themselves at a level much better than they could ever hope for in their home country... while Michael and Michaela can't really afford to have more than one child if they want to keep their hard-earned middle class life style due to a crippling tax burden and high housing costs.
