And if the person doesn’t stop, they can say “Stop!” again.

This sort of official has been a cornerstone of English law enforcement for a long time, so seeing the term used in an English paper is not surprising. Where things get a bit confusing is that they are using English terms to describe current practice in Baltimore.

Believe it or not, among a virtuous people, it works. But the time’s they are a-changing, and the Brits have been a little slow on the uptake, and I don’t know what to say about Baltimore.

That said, some Brit’s do get it—they just can’t do much about it. Here’s a nice link to Monty Python skit of the Mafia vs. the British Army—the opening part is relevant as well. The top one is to the script, the bottom to video.
