They are replacing the older walls with the new bollard walls. The old walls were ineffective but were placed in high count illegal immigrant traffic areas. Replacing them (they were very easy to breach) will continue to drop the successful entry of immigrants. New wall will also continue drop the count.
In New Mexico the are a lot of miles of 4 or 5 strand barbed wire fences and those sections will be done to make it more difficult to get into th US.
