My question is first of all, 0bama gave Cummings $1.8 billion. Now Trump gave his district $16 Billion. That’s a hell of a lot of money. Why? How much money does a district get? Why give it all at once?

Why not give it out on a percent-of-completion basis, meaning here is $XX billion and once you complete, to satisfaction, phase one of the project, we will give you $XX for the second phase. And so on....
