We did have a backup generator. But more times than you would expect, while they sat idle, waiting for a chance to save humanity, when their time came to shine, they failed to perform like they were Hugh frikkin Hefner.
Union maintenance men, you see.
I imagine other facilities may have similar problems.
Also due to electrical issues, during the transition from regular power to generator power, something SOMETIMES caused a glitch in the matrix that would pop all the locks.
It was touch and go when the power went out.
Sketchy workmanship from the get.
I much preferred bars and big keys. Reliable and you could run your stick down them like in the movies.

Back in 01 we got flooded by TS Allison, the medical center was inundated. They had all the generators underground. :-| They thought they had flood gates and stuff but it was all overwhelmed. Then they tried to use the emergency lights and emergency IV power and stuff on floors and none of it had been inspected and none of it worked. POS. Gotta go!
My mom was the nurse at the county jail in San Diego for a while. She told a story that the inmates would try to pick on her because she was a woman, say ugly things and stuff. So she picked up the TV remote and switched it off for the rest of the night. After that the inmates knew better than to mess with her, just like me.
