CIA, Mossad, MI-6 — at the high levels, they all serve the global Deep State.
Governments create agencies led by people who will protect government. If they can protect citizens, that is nice....but not necessary.
The needs of government come first. Continuity of government is the highest priority after the Cold War and 9/11....not the welfare of the people.
