It will never survive appeals in the judiciary branch. It is a classic bill of attainder (whether in spirit or letter), which the Constitution expressly prohibits.

Unless it’s a general “all citizens state returns will be released to congress on demand”

If not they’ll release the returns as soon as the ink is dry and then not contest the court.

We live in clown world where laws are now meaningless.

But what if they just do it anyway? The RATS are a lawless bunch, and they will do it if they believe that they can get away with it, or even if they can’t!

Doesn’t matter if it’s a bill of attainder or not. New York will release the tax returns before any suit can be filed. Once released, they are free to leak them.
