I am trying to find where in the Constitution it orders govt to 'help people.' It must be next to the 'separation of church and state' clause . . . In the Good and Plenty Article.

The Good and Plenty Article...better known by RATs as the "general welfare" clause ? In the preamble: "...promote the general Welfare, "

and Article 1, Section 8
1: The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
