I like your idea, I have a similar one. THE QUESTIONS ABOUT CITIZENSHIP SHOULD BE OPTIONAL. So no one can complain that people would be afraid to answer the Census questions. There would be no penalty for not answering the optional questions. However, we can assume that most citizens are proud to be citizens and would answer the question. A few citizens like Colin Kaepernick and AOC would skip the question because they think is is racist to be a citizen of the United States. And all illegals might skip the question rather than to falsely state that they are citizens since to lie about it is a crime but to skip the question is not. In either case we get a count of patriotic citizens to use in determining the number of congressional seats for each state. And we get a good sense of how many non-citizens are here for purposes of establishing a more informed and rational immigration policy.
