I believe it. Someone gave us a packet of paprika when they went to Hungary. It was pretty bad. We buy the smoked sweet in one pound bags online. It is wonderful. We use a lot when we make capicola. The whole 6-7 pound pork neck gets rolled in it.
Paprika seeds are available on line and in most seed catalogs. I think two or three plants would produce all the peppers required to make a pint jar of dust.
When you dry and grind, make sure the peppers are completely dry. Otherwise you’ll have a clean up issue with your grinder.
