While I do believe Barack Obama has some shady history regarding the circumstances of his birth...this particular video does not prove it for me. I think it is the work of someone with an agenda. Is this what they call a Deep Fake?

Yeah, its a fake for just the reasons you stated.

One the other hand, if someone produced a similar video of Trump making a provocative admission, the NYT, WAPO and CNN would be reporting it as fact.
