The Royal Society for Public Health (RSPH) said incorrect theories which became popular in the 1990s were fuelling confusion and unhygienic habits among subsequent generations.

Sorry, the way I put it makes it sound like I have it exactly backwards. But that's not really true. The RSPH is combating the idea that hygenic practices in Western civilization are being overdone, and are even downright dangerous. If such notions were only being advanced by those who don't know any better (e.g., some parents), they could easily be refuted at the secondary level, but aren't being.
