The video I saw didn’t show anything from the Illinois side; it showed the flood gate at Themis and N. Water.

I’ve looked at the local newspaper website (Southeast Missourian) and the local TV station (KFVS) and neither have a story about flooding downtown yesterday. As I said there was flooding at Themis and Water streets earlier—on May 30. Local coverage:
