In this politically correct age of transgenderism we live in, it is common among the gender identity crowd, to describe people as “they” and “them” instead of “him” or “her”.
My guess is that the writer of the article is a twenty-something, who wants to prove that he or she is with it on the gender identity stuff.
That’s what I assumed when I read the mangled syntax. And I would bet that’s the reason.

I saw it as more of an effort to avoid ANY possible identification of the person responsible. Based on that, I’m thinking Somalian muslim female.
