Not necessarily. Maybe those other seals didn’t see him do it.
At least two of them said they saw him stab the guy in the neck. Not sure how this all ties together but that would sound pretty fatal to me!

Everyone agrees he stabbed the man in the throat twice. The accusing seals say he was trying to kill the man. The medic says he was trying to open the man’s windpipe to save the man.
