The FBI is necessary because of the 10,000 federal offenses that Congress has placed on the books.

The Constitution defines only 3 federal offenses -- treason, piracy and counterfeiting -- but it gives Congress the authority to create other federal crimes. Over time Congress has created so many federal offenses that an average American commits as many as 6 federal felonies in the course of a normal day.

Congress needs to peel back federal law before the FBI can be replaced.
