It is, in fact, a VERY British thing to do.
Back in the days of sail, a knife was part of every sailor’s toolkit and they carried them constantly.
On long voyages, where tempers might wear thin, the captain of the ship would have the tip cut or broken off every knife with a blade over 4 inches long.
The logic was that a 4 inch knife could stab all the way to the heart.

Theyll have to outlaw knife sharpeners next. I don't think it's the edge of the knife they're wanting to dull, just the tip - the pointy, stabby part.
Think kindergarten safety scissors - same concept.
