I suppose this is why Illinois calls it a “Roadside Safety Checkpoint” and do not mention “DUI” in the checkpoint’s name. They can claim it to ensure that it is a seat belt checkpoint and that any DUI citation or drug arrest is a bonus.
A friend of mine got pulled over by our local PD about 12 years ago and booked for DUI. No drugs or alcohol in his system. I personally think he has some form of narcolepsy that is undiagnosed, because he falls asleep with extreme ease, and this occurred at about 01:00. They never reimbursed him to retrieve his car from the impound.
The further from Chicago you go, the less frequently you see this kind of thing.
