David Luber pointed out...NSA has two important missions:
Signal Security Mission-learn what our adversaries are doing. And inform our military leadership/ our policy makers/.government leaders/allies.
The second area is Cyber Security:where we focus on the national securities that we rely on from our signals. We rely on our cyber control capabilities for our war fighters.

Very interesting . Not a tech guy just old but if you start at the 20:45 mark you do hear confirmation how the data was retrieved on corrupt individuals coms concerning 2016 election . Am i wrong ?
