That does not include the number of incarcerated individuals or those in mental institutions.

There is none so blind as those who refuse to see. Try walking the streets of any major liberal city wading through the litter and homeless camps and repeat as a mantra the rate of schizophrenia is not rising, the rate of schizophrenia is not rising...
